The Internet, at least the part within Russia, may slow down significantly on the day of March 4 presidential election if video cameras streaming live feeds from the field are installed at each polling station, Ilya Massukh, deputy head of the communications ministry told Russian business daily Vedomosti.

The questionable idea to install cameras in polling places was first brought up by Prime Minister Vladimir Putin during the annual televised phone-in with Russians. Mr. Putin suggested that this be done in response to the allegations that the December 4 elections to the parliament were rigged.

“The main communication links on the average transmit 70 gigabits per second in Russia, and this project, if you treat it head on will clog up almost 100 gigabits per second,” Vedomosti cited Mr. Massukh as saying

The last stage of maintenance work will be carried out between February 15 and March 1,  and the cameras will be ready to go on March 1 according to the communications ministry website. Meanwhile, critics say a camera at each polling place may not do much to prevent fraud.

They are the modern-day lookout towers, digitally watching over San Diego County’s backcountry should wildfires erupt down below.

About 50 of these live webcams are broadcasting fresh images every two minutes from the region’s mountaintops, including 16 high-resolution cameras installed over the past few weeks on Mount Woodson near Ramona and Red Mountain near Fallbrook.

Funded by a $36,000 grant from the county Board of Supervisors, the new FireSight project will give an early glimpse of wildfires in remote areas and allow fire chiefs to make decisions quickly as the fire behavior changes.

“Early detection allows us to be immediately proactive even before units arrive on the scene,” Howard Windsor, chief of Cal Fire’s San Diego unit and head of the county’s Fire Authority, said during a news conference via webcam. “This is extremely beneficial in the backcountry, where we’ve seen fires that can spread very quickly, such as in 2003 and 2007.”

The cameras, which the public can view online, are not monitored full time by fire authorities but can be brought up in an instant when fires are reported. The cameras can also be monitored more closely during high-risk fire conditions, such as when Santa Ana winds are blowing. They are mounted 60 feet high on existing radio towers, providing a 360-degree view.

The new cameras, eight per mountain, were installed for the fall fire season, which has been downgraded due to unexpected October rainfall.

The cameras are tied into the University of California San Diego’s High Performance Wireless Research and Education Network, or HPWREN, which has used federal funding to erect other webcams, including at Lyons Peak, Mount Laguna and Cabrillo National Monument.

“This is the first time we’ve had a formal relationship between the people whose day job it is to watch over the county and the brainpower in the universities,” said Larry Smarr, director of UCSD’s California Institute of Telecommunications and Information Technology.

The Red Mountain and Mount Woodson sites fill in gaps in the existing network. Palomar Mountain and the southeastern county are possible future sites.

The technology comes at a time when actual fire lookout towers are being phased out in much of the state.

The U.S. Forest Service still depends on reports from two sentinels: the tower at High Point on Palomar Mountain is staffed during peak fire season by volunteers and the tower at Los Pinos Peak in the South County is manned by a Forest Service employee.

“We get so many reports via cell phone now,” Windsor said. “This is the next evolution with this technology.” Real-time network cameras

Saab buyers will be able to watch their cars being built online and then collect them from the company’s Trollhattan factory in Sweden. Saab wants to put more focus on the customer experience now it is no longer owned by General Motors (GM), and plans to start installing cameras on the production line from next year.
