When extremely strong tropical cyclones spin over the ocean water, there is a point in their life cycle when it becomes in danger of collapsing on itself. The strong winds wrap up such a tight eye wall, that a second one forms farther away from the center in order for the flow of air, That air flow is in towards the center at the surface, and away from the center aloft.
